Grosvenor was engaged to explore the implications the Enforceable Procurement Provisions (EPP) have for the operation of two Schemes and improve the application process and ongoing management of the two Schemes. The first scheme is the “Contractor Prequalification and Best Practice Accreditation Scheme for Construction and Related Work Valued $1M and over”. The second scheme is the “Consultants in Construction Scheme”.
Grosvenor consults with their clients, not to their clients. Grosvenor’s consulting philosophy is based on close collaboration, a deep understanding of the problems they are trying to solve, critical thinking at each step of the project and constant testing of progress and ideas with their clients. In this project, Grosvenor consulted with 12 Government agencies to understand the current state, reviewed dozens of documents, and held several workshops. Grosvenor brought the key stakeholders along on the journey by providing them ample opportunity to provide their thoughts and feedback. The collaborative approach and the trust developed with the client were of great significance when challenges arose.

This directly benefits those businesses and the taxpayer by ensuring the best value for money. The project’s outcomes delivered economic benefits, but it also achieved social and sustainable goals for the NSW Government. The new application process ensures participation of Aboriginal, international, social and disability enterprises and a fair go for small and medium enterprises, especially those located in regional NSW.
