National Heavy Vehicle Regulator has been recognized as a WBA Winner for Digital Transformation in the World Business Awards 2022. The World Business Award for Digital Transformation [DTR] recognizes organizations that have successfully implemented initiatives that demonstrate excellence in digital transformation.

National Heavy Vehicle Regulator (NHVR) was established on 21 January 2013 to regulate heavy vehicles above 4.5t GVM. Its mandate is to provide a safe, efficient and productive heavy vehicle industry serving the needs of Australia. The NHVR’s mandate also helps to ensure the viability of the heavy vehicle industry through productivity improvements that will assist in the overall economic growth of Australia.

The Heavy Vehicle National Law (HVNL) came into effect on 10 February 2014. It was at this time the NHVR Access permitting function went live.

Due to the sheer size of the transport industry and its contribution to the Australian economy worth $46.8 billion, coupled with the fact it operates on an average operating margin of less than 5%, the task to support industry is of great importance. The NHVR strives to improve the overall productivity and safety of industry and looks to do so by reducing red tape.

The NHVR needs to accurately balance the ongoing demand for safer roads, to protect infrastructure; and help manage chain of responsibility; but ensure operators are not being hit with additional operating costs to ensure industry remains productive. The NHVR’s single national approach removes multiple jurisdictions’ and their separate regulatory powers from the equation so that industry can work from one rule book.

Over the past few years, the NHVR has been focused on the objective of delivering a ‘one-stop-shop’ for customers to improve business experience and outcomes. This is being achieved through developing a range of digital products to provide streamlined customer services. The first service rolled-out was access permits. The modernisation of access permitting began with taking a complex paper-based permit application process and digitising it via the NHVR Portal platform.

In 2020, customers have 24/7 self-serve access for access permits, National Heavy Vehicle Accreditation Scheme (NHVAS), vehicle standards services; and registration data; all reducing industries regulatory burden and increasing productivity by automating workflows and decisions (including for road managers), while increasing transparency and consistency to our services.

The NHVR also provides national on-road safety and compliance services. All components of the NHVR’s overall Regulatory Platform are envisaged to become the one national on-road safety and compliance solution under the HVNL.

The NHVR Portal operates dependent to but interdependently with the NHVR Mobile Regulatory Compliance Mobility Solution and NHVR Intelligence solutions platforms. All solutions have been designed to integrate and work in conjunction with each other so that data can be acquired and shared to make informed decisions resulting in consistent productivity, safety; and compliance and enforcement outcomes.
